Well, not quite, but there's a nice app called Exif4film. Just like film roll for iphone, you can record the details of camera, film, exposure etc, and geotag it frame by frame, here's a little bit about it:

search for Exif4film in the play store. I'll be using it and will report back on how it performs

I'll wait to hear your experience Verian. I have used it and found it to be adequate, but there were a couple of features I would like to have seen included. Also the desktop client works with DropBox, but I had a couple of instances when the xml file with the 'exif' information wouldn't load. I might give it another go and see if it works better now.
